TVS Jupiter has bigger wheels 12 inch at both end and better suspension with similar mileage. So, I will recommend to go with TVS Jupiter

The only things that Activa has is better service experience, tiny bit smoother engine, a tiny bit more power and slightly better stability because of heavier weight, especially in front when compared with Jupiter. So I feel the difference when I'm maxed out on the highway, Jupiter's engine used to feel very slightly strained at higher speeds. But that can be ignored since your sister won't be riding at 70-80kmph (don't judge me). And now the Jupiter has a newer engine, so I'm hoping that it surely will be better than the previous one.

And due to being heavier in weight, Activa feels more stable in a pothole. But Jupiter has adjustable suspension so you can simply set it on the stiffer side and it helps with the stability.

Apart from these things, Jupiter has better mileage, bigger and alloy wheels, better brakes, literally 2x headlight when compared with Activa 6G DLX with LED headlight, better front suspension, adjustable suspension on the back, better designed fuel filler cap, bigger boot (which is now even bigger since they moved the fuel tank to below the floorboard). And the best part - that bottle holder in the front is literally one of the best thing in a scooter..just throw anything in there that you don't want to keep it in your pocket.
