I am unable to access WhatsApp account as SMS verification is not working, neither call verification for the past one month. My photo and other details remain on that account. On contacting WhatsApp customer care, a bot seems to send messages in reply and unable to retrieve or delete the account. Kindly help.

Delete the app and don't touch for a long time like 2 week or month.
The time it shows to come back for verification, wait for 1.5 times that number.
Then install app & try. If you keep on attempts, it'll never work.

Start WhatsApp in old phone, then don't log out from old phone and install and register in new phone, otp will come in old phone WhatsApp

You have already exhausted the maximum limit. It happened to me only once but after 1 week it was resolved automatically.
