Unable to login to Amazon account. Need to use Amazon money balance

Guys
I had 2 accounts with Amazon. I am unable to login to 1 of them because it says that mobile no. is already in use. Trying to change mobile no. is not accepted.
There is amazon pay balance in the account and hence need to use.
Any suggestions to resolve?
