Downloading and installing as an application is not as comfortable or trustworthy as installing through software updates. As it may struck in between and our original windows 10 and data may be in risk.

Product type or brand of the machine, on which you want Win 11?
If one knows to look in the right places or finds a similar series device of the same brand.. then one can use the official OEM licence copy (sold by Microsoft to the brand).
Not with Win11, but previously I have, others have downloaded the ISO file from Microsoft and fed the OEM key/ licence file relevant to the brand.. during installation/ upgrade using the ISO.
May be I make it sound complicated, but it is not.
(Suppose you have a Acer laptop and similar Acer series product is also sold woth Win11 professional, then THAT oem licence would work on one's own Acer laptop of similar type, which currently has Win10.)

You have following options
- Use Media Creation Tool (link) and create Installation media (usb). Then clean install or upgrade using the usb.
- Download PC Health Check app from microsoft, (link)
Download Windows 11 Installation Assistant (link) and update using it. If you fail during this process then your system will automatically rollback. - Reset Windows Update Components manually. Then Wait till it reappears in windows update. This option is little complicated. I can guide you if needed
