It's a political comment .
While ecommerce users won't vote on basis of what discount they are getting on ecommerce, offline merchants are a huge vote base.
There is no way to restrict ecommerce. If they try amazon would withdraw. Phir FDI ka tabla akele bajana padega.
It's a fact that ecommerce might not be able to generate as many jobs as offline merchants but that's how the future looks like , as new technologies come, jobs will keep getting cut. We need to explore population reduction.
Actually b to c not allowed legally in India in Ecommerce but all platforms are selling directly to consumers . If govt wants they came simply crack down on these businesses any day.

the minister forgot to mention that the small shop owners are biggest tax evaders and exploit their employees. They roam in cars but dont pay any tax. A salaried person uses a bike to take his entire family but pays tax.
