Most of such banks offers 0 balance saving account with the FD. If you are interested to have the FD with them, you must do full KYC and there is nothing wrong keeping a saving account too when you are interested to open a FD account. And it is advisable also to keep a saving account with them to withdraw/premature withdraw of the FD.

Once you close FD, can close saving account too.
