Vodafone charging for Vodafone-to-Vodafone calls

Just checked, Vodafone is charging for Vodafone-to-Vodafone calls.
Isn’t, at the least carrier-to-same-carrier calls free, the default thing?
Or is it based on the amount/type of recharge too?

If u make call when ur in 49 rs pack, they will charge for all calls irrespective of the carrier (except tollfree nos)

without unlimited plan/STV – All Telco – all calls are charged.
with unlimited plan – Vi/Airtel – all calls are free
with unlimited plan – Jio – only Jio calls are free, other called are charged.

with unlimited plan – Jio – only Jio calls are free, other calls are free upto X no of minutes as mentioned under plan and if you exceed then you are charged.
