What is future of entrance exams in India ?

My cousin recently appeared for 12th board exams.
He was also preparing for engg. entrance but it has been postponed by government.
If entrance exams dont happen, then how he will apply for undergraduate courses ?

It will be pushed down by at least 3 months and 1st year syllabus will be restructured
