I think In Society Women are getting harassed more in marriage than men (very few face difficulties).
Whereas when we look at filed cases, its 50:50 , although both have a role, the major perpetrator is a Man in half and woman in the other half of filed cases.

I don't want to get into the statistics part , just saying reported cases are very few because most of the rapes are done by people you know. report hi nahi karte "log kya bolenge ? ".
Don't even think about the poor,dalits,etc court toh rahene do, police case bhi nahi likhti. thoda yaad kar lo body raat main jala dena, pedh se latki bodies.. kuch yaad hain? woh case chalta hain court main?
