Legally/illegally the law enforcement authorities can do it.
TelCo wouldn’t be legally permitted to give someone else’s CDR.
But operators like Idea (VodaIdea) do send the CDR and bill type logs on e-msil, if the subscriber opts for.
Thus, technically if the person’s e-mails are accessible or if one can write to the TelCo from a registered e-mail address,
then the CDR/ bill might be sent.
(This works for both, Pay as you go and for postpaid).
