Which phone should I purchase in upcoming sale - iphone 12 or s21fe?

no point in iphone 12 go for samsung 

if you want iphone then 13 14 are the only options now as 12 is equal to any other android in performance and other things

under 30k pixel is a good option as you can install custom roms easily after you stop getting os updates and its easy to install just go to XDA Developers and follow the steps and you can also get parts for pixel phones now check it once im not sure

Purchasing for family member. So not much use of phone like i do. Thats why i was thinking of iphone 12.

i m thinking to go for 12. smaller battery compared to 13 is the main concern.

can you explain "12 is equal to any other android in performance". does A14 chip degrade over time?

no the A14 will not be a problem but you will only get 2 more updates

i will not recommend iphone 12 it may not be in the sale this time

iPhone 12 is too old.

But note that S21 FE 5G battery is not great.

I would suggest to buy something like Samsung M34/F34 with better battery. As you said not much use of phone.

So save money.
