Why IRCTC charge Cancellation for Auto Cancel Tickets

I booked 2 tickets for my parents but this time I got GNWL Tickets but even after chart prepared our tickets not confirmed
Yesterday I got msg tickets cancelled and refunded
Today morning I got message that refund money initiated but it refunded money after deducting cancellation of Rs 60 for each ticket
is this normal or I should ticket for this

only rarely do consumers take that rascal IRCTC to consumer forum.
many times the consumer forum sides with the victim passengers and penalises IRCTC or asks railways to directly compensate.
but in the past few years, the high courts, supreme courts are used to reverse the decisions of the consumer forum.
that is the sad reality.
in-fact even the supreme court is not actually supreme, because the governments have the power to reverse ev3n the decisions of the judiciary.
judiciary can often do nothing much if the executive passes amended laws and/or uses the ordinance route.
worse thing is that despite the railways coming under the governments (via the relevant ministry) and despite IRCTC getting monopoly rights from the railways,
the railways excuse themselves out
by saying that IRCTC is a different entity and their booking, refund related issues are nor our (railway's) concern, liability.
technically this (deductions, refusal to honour reimbursement for train delay by three hours) are a type of fraud.

without the charge people would book and increase waitlist like anything, i would myself book waitlist ticket in multiple trains and cancel others once i got one confirmed
actually its the same thing some people do with online order, u'll see posts where people say i ordered 2 phone now tell me which one is better so i cancel the other one xD

I agree charge on self cancellation but they are charging even on auto cancelled tickets

These are Clerkage charges. It means a charge levied for the clerical work rendered in refund of fares on cancellation of unreserved, wait-listed & RAC tickets.

When private companies adds platform charges everyone roast them even they do refund if there is cancellation

Mine two 3Ac waitlisted tickets got auto canceled during Diwali and I was not charged anything. (Except convince fee 23rs)
Other Two I canceled and I was charged cancellation fee of 120rs.
Seems something changed recently.
