Amount Deduct from my account But Not receive at receiver

I make payment through amazon pay UPI . Amount was deduct from my account and it was not credit at receiver account.

In amazon Pay UPI it shows successfully transaction , and got referance number ,but when i check online SBI transaction history it shows me transaction  failer.

I also inquiry at my college bank  account but amount was not credited in to their  account.

I was very disappointed because no one ,bank or amazon pay customer care help ma to get proper resolution.

Please suggest me how i got refund of my amount.

It’s my future question because payment amount is basically my college fee.

I am from middle class family .
Its a very hard from me or my family to rearrange the amount again.

Guid me what can i do. If anyone have solution of it..contact me personally .
