For 4000/- what you will get is a inkjet cartridge printer, infact you may get it even cheaper, but the cartridges would cost you a bomb and in 6 months time, you would spent more than the price of a high end printer by way of cartridge cost.

Option 1

if colour is a necessity go for epson L series ink tank printers, printing cost is less than 15p per page , buy original ink, you will have no problem, online sellers are selling duplicate inks, which can damage the printer, repairing would cost 60% of the cost of the printer.

Option2

if you can do without colour, then buy a laser printer, HP 1020+ or a canon 2900B

cost of Printer in both options should be close to 10K

@Akhilesh Hindi is the artwork/photo requirement for hobby/kid’s schoolwork or for professional needs?
for most parts waht @cupidon said is correct
however it is standard principle for brands to sell printers at loss or zero margin and recover profit from consumables.
.
do you have any brand preference or avoidance?

in colour reproduction and smudge free prints, Epson’s Micro peizo technology is well proven.
.
if resale is not a criterion and you can do without colour, then if budget can be pushed around a little:

Brother and Canon have some of the better laser printers (throughput and quality wise)
.
Canon and HP’s aftermarket service and repairs are easier though.
Brother too is finding favour and in most Tier1 Tier2 locations, aftermarket (third party, non warranty) service and repairs ARE widely available for Brother too.
.
unlike others, if you do decide to burn that much on standalone lasers, i didn’t find much value in paying extra for 1020plus.. HP’s 1020 should suffice for most SOHO needs.

just by chance, do look at the (many) printer deals posted by @Samganda
