As per the database leaked from the National University of Defence Technology in Changsha city, China could have 640,000 cases instead of 84,000. (https://www.timesnownews.com/international/arti...)
I still think they must be having much more cases than this. More than 1.5cr phone numbers went inactive in china as per another data leak.

But as per leaked data Their subscriber numbers were increasing upto december 2019 and started decreasing in January 2020 and decreased 15 million in 2 months.
On other side it could be because of returning of migrant workers in China also as they had separate working mobiles. (https://www.gizchina.com/2020/03/31/chinese-tel...).
Anyway 84000 is too less considering their population and being first country getting attacked by the virus.
China can do anything. They control economy of whole world.
InactiVE phone numbers thing is a flawed logic
But they seem to have done a much better job than us in hiding the official numbers
