it was already known that it had an incubation of 2 weeks. so this step would have reduced the spread a lot.

You would have had to quarantine literally lakhs of passengers → improbable, not feasible, nearly impossible are the words that come to my mind. Not to mention you’d have to put all high level foreign, especially Chinese, dignitaries in isolation as well.
Forget about quarantine from Jan…They’re not even able to do it now (except worthless tagging/home quarantine) with all travel restrictions/suspended flights to/from affected regions in place and panic/fear mongering among people
Almost 1 lakh people travel everyday in and out India only via airways, not a feasible task to quarantine everyone for 2 weeks. Even highly developed countries could not take that approach.
This virus spread via aerosol method and people who travel via air or those who work in closed spaces (air conditioning) are more prone to get it.
Our government isn’t doing anything and we have idiots everywhere. In my hometown, Somebody came back from Dubai just 2 days ago and now they are doing some religious gathering at their home.

Most so called “highly educated” people refused to undergo home quarantine. The only way is to pass a law to immediately arrest them and sent them to prison for 3 months. Only when threatened with prison they will accept quarantine.
Isolation and quarantine are actually different things. They have been used as synonyms but are different.
Now, to put someone in quarantine, from what I know is not a random easy task which India can afford in infinite numbers.
India still has just 52 testing labs and not enough quarantine labs too.
Resources are not unlimited so India too has to take measures accordingly.
Easier said than done with our population and resources
