Amazon locking money as pay balance for failed transaction

Did transaction on Akbar travels using ICICI Amazon credit card, due to server issue ticket couldn’t able to book and 18k got deducted and refunded as paybalance, contacted customer care received as usual response will log ticket.
Any resolution

Refund credited as pay balance even though it was paid via card? What kind of freak show is Amazon running here
