i know about regalia but i have no idea about amex.
in regalia you normally get 4RP for every rs 150 spent. they do not count decimals meaning that if you spent rs 299 than even you will get only 4 RP.
if you want to buy anything from flipkart/ amazon or for bus/flight/hotel/train bookings you can get 10x RP upto 5000/month through their smartbuy website.
there is also longe access program which gives you a priority pass.
