BSNL/CELLONE ISSUES??

Hello All,
Since years I am unable to call to certain numbers from BSNL like 040-39020202 etc.
2) Moreover they are charging hefty money to 1860 numbers(no rate cutters)..
plz solve both the issues

All mobile service providers charge for 1860 number that too by main balance which can only be added by top up. Only jio provides free calls to 1860 numbers but many here comment that it often doesn’t connect & like other freebies by jio it may also be ended in future.
