Buy in fpo and sell in mkt

So I learned today that there is a way to make sure money in stock market. Currently ITI is coming out with selling shares for Rs.77 but its market price is Rs.99. So anyone who already has shares can sell in market and buy back at 77 from company itself. Can also buy at 77 now hoping to sell at higher later but that is risky, market price may fall.
