Buying on foreign sites with Indian credit cards

I came to know that if I buy something from say Aliexpress, and pay with Indian Amex credit card, I will be charged a fee of 3.5% on the amount plus 18% GST on the 3.5%.
Is that true for all Indian cards?

It may not be having cross currency markup charges but it has other charges & conditions.Just pay the gst on 3.5%,I doubt it will be that much for small amounts & for large transaction where it is noticeable enough,I doubt this niyo card will even support such transactions.
