So to start with, Can we trust on Anyone to “Moderate Internet”? And if somebody says, moderating of Social media, then we can discuss in that direction, but Internet is too wide to be discussed in black-n-white (yes or no)

The mode of mass communication is on site hoarding, print, TV- digital and online.
Out of these the most vulnerable is Internet which is in every pocket (largely at urban +) . however, no control over Advt, whatsapp herd mentality and made Indian kids scapegoat.
Print and OOH is largely controlled. TV and other digital medium normally not used for riots , intolerance . they can ne used for adult content or incorrect portray of emenity with neighboring counties or slight abberations in filmy songs or mastizade. However, it will ne better if kapila joker can be controlled and Honey singh party till sex in morning is not passed by censor.
Now, internet is so vast, technical and multitude, no research will be completed as risk is increasing day by day @ speed more than control .
