Hi priya,this error has been shown to you because you should have purchased any product in eBay using your alternate accounts.to use the new user coupon you should have a new mobile number.
1.if you are using mobile factory reset your phone.
2.create a new account and verify with your new number.
3.apply new user coupon.for example EBAYDIP100.
