Any salaried person working in even a half decent organization should already have his pan registered with organization for tds purpose so I guess it only affects those shady employers/organizations doing tax evasions in the form of fraud tds.

Sec 206AA has been in force from 1st April 2010 (yes 2010) and requires flat rate deduction of tax where PAN is not provided. Either the correspondent is a lazy idiot who did not even check the basic facts or the news has been planted with political motives.
The Jan 16 reference is possibly to the ready-reconer the IT dept issues every year for the benefit of salary TDS making organisations.
