Help needed for Indian oil gas not delivered since 1 month

It has been about 9 months I have shifted to another location and also change gas agency. Now this gas agency delivery man is marking gas delivered without delivery
I book gas via mobile on 16 September receipt generated on 1 October and on 10 October it was marked delivered
When called gas agency they said " Abhi nahi pahucha ? Abhi bhejawa rahe hai"
Then finally I complaint online on iocl website they marked it as resolved. They have also given an officers mobile number for any query. Whe. I called he said that gas will be delivered in 1-2 hours after that I received call from gas agency they said they will deliver it todayi.e on 25 October but still didn’t receive. They are very rude. I think they are involved in some illegal business
Please suggest best method to deal with it

file a complaint with the IOC vigilance dept against both the officer and the agency. then sit back and enjoy.
