Help with passport application
One of my relatives wants to get a passport. Now docs adviser asks for NECR proof. Problem is he doesn’t have any proof mentioned on the site. Like he hasn’t done matriculation, nor he is 50 or above, nor he is paying ITR. I have checked all options but can’t find a way. There must be a lot of ppl like him. How can all such ppl give this proof? They can’t deprived him of their rights.

@batman First of all, you confused me with NECR. It’s called ECNR, bro.
Anyway, why is your relative so concerned with getting the ECNR clearance in the first place? Is he planning to immigrate to any of the ECR countries for employment?
I am gonna stick my neck out and say it used to be called ECNR.
Call me stupid but I don’t know what difference does it make to have NECR or ECR stamp? I just thought with NECR stamp, as the name suggests, there would be less hassle if and when he takes a trip. No he is not looking for employment abroad. He just wants to have a passport bcz he doesn’t have it.

Interestingly, there was a report of exploitation of a house maid by an Indian diplomat in NY a few years ago

(2) Yes, thanks for digging up that Khobragade incident. Anyway, in that case, the main issue shifted to the lack of diplomatic-immunity and mistreatment by the US authorities. But if you search for other such cases, you will find quite a few horrible cases have come to light about our desi multimillionaires exploiting domestic servants in the US. Flouting of the visa rules is a very common issue. Even the owner (owner’s son, to be precise) of the famous south-India chain Saravana Bhavan was arrested in the US for running a smuggling racket and flouting the visa rules. #MoreMaterialForSearching

If not travelling to the mentioned countries (in that link ) for employment purpose, then ECR passport is good enough, otherwise a POE (PROTECTOR OF EMIGRANTS) clearance is required.
If he goes abroad with an ECR passport and gets permanent Visa or Permanent residence Card.. His passport will we upgraded to Non-ECR category.
I think there is no other way.. unless he is a gezetted officer.
