ICICI charging 23.60 for ATM withdrawals

Today, I had withdrawn 5500₹ from BOB ATM using ICICI card. I saw ₹23.6 has been deducted for it.
Today is the 1st day of the month. Also as per govt. announcement, there will be no cash withdrawal charges for three months. Too many people have tweeted about this but no response from ICICI.
What should I do now?

Old tactics by ICICI,
If customer demands, reverse the false charges if customer accepts FREE MONEY for ICICI
CALL AND ASK FOR “REVERSAL” RIGHT AWAY, DONT ASK THE REASON JUST DEMAND and warn them and u will get it

They’ll refund
Even I received e-mail from Hdfc saying they’ve waived off these kinds of charges

The charges got reversed automatically….
