If i unlock both shopping offer , can i get cashback for both offer?

Same thing happens for movie ticket bookings,flight booking,food orders etc so basically anything not shopping.

Yes you will get cashback for both , amazon only restrict the selection/activation of 1 offer when recharging .
If you collected both offers you will surely get the cashback
