Is citi rewards credit card good for grocery and apparel?

Citi rewards credit card gives 10x points for departmental and apparel stores. Means it is applicable on grocery and clothing stores like Pantaloons etc. And 1 point equals 0.35 paise. So, it translates to 3.5% 2.8%.
Annual charges 1000₹ waived off on spends of 30000₹ annually.
Please correct me if I am wrong and also please share your review on this card.

But that upper limit will reach at spends of 2 lakh per month which is very high for most people
Also it’s 2.8 percent return as its per 125 Rs.
This is a very basic card and should be taken only for additional benefits. It just needs 30000 annual spends to keep it free. I use it for their offers like on bigbasket. And recently used it at Bom duty-free for 15% cash back.
Still 2.8% is good na?

Yup. And which is the case most of the time, when only 1x would apply by design!!
Citi allows 2 cards – One plain cc and second co-branded like Indian oil etc.
Phonepe txns few times give 2.8% though not all the times. Pretty bad card though. Reward pts on most citi cards is not upto the competition mark. Pretty much out dated i.e. almost a decade old cards.
How to upgrade or change citi cashback card to citi rewards card?
Edit: after contacting customer care they changed my citi cashback cc (500 annual fee) to citi rewards LTF cc within minutes.
Did you get LTF without any spend based waiver thing?
Yes. But the upper limit is 7000 per month for 10x rewards.
