There is no other way except getting static ip from BSNL. They may charge you additional money for static ip or may include with their high end package.
Another way is not to let network disconnect, however its not always possible so i wont recommend it.

use hostname, instead of ip address.

ps. since you have not mentioned full details, I have assumed that this will work.

Using hostname with dynamic ip is not straight process, beside many place wont accept host name and will ask for ip address. So getting a static ip is best if it is needed. BSNL include free static ip with few high end plan. If its not included with op plan then it can be bought for 1800 – 2000 Rs yearly fee (depends on base plan).
Note: Op if you can manage with hostname then try it. its free. @Investigator

The issue comes, when he tries to use Idea network. Even getting static IP will not work for him. He just need to edit the hosts file when ever he switches the network.

Ok, I misunderstood him. Here I thought after changing to idea his BSNL connection loose network hence a new IP is given and he want to keep same BSNL ip. However in reality he want to keep same ip despite changing provider. That’s simply not possible. He can work around it by using host names however keeping same up is simply impossible.
Note: OP if you only need static IP and does not matter where it comes from then you can get static IP from VPN/proxy providers. You can also rent a server and use it as a private VPN/proxy and tunnel all your traffic thru it. It can be configured on your router. These setting will allow you to have same ip on any network. @Investigator
It may slightly affect latency and/or connection speed.
