Need help on paypal account

I have signed up paypal account long back but they were asking card details so haven’t done any transactions at that time…

Now I am seeing lots of offer on paypal, so can someone guide me which will be best offer for me as first time user (I m assuming that bcoz I haven’t done any transactions in the past I will be eligible for it)

Also saving card detail is mandatory to take benefit of offers?
Where to check all eligibil offers of paypal?
