Need help : Ticket compliment gift card

Hi ,
I have bought 3 Ticket Compliment max gift cards each 5000.
Yesterday i tried to use it at one shop but transaction got failed but money got debited
Shop owner given me failed slip .
Still i have not received money back and shop owner saying transaction declined check with bank.
Edenred saying money release to merchant bank if any failure money will refund in 31 days.
Did any one faced this type of issue.
Please suggest me

Yesterday
I have purchased Ticket complimennts Max and Elite gift cards from shopclues.
1) Max card worked for me at Mobikwik/some other websites.
2) Facing major issue with the Elite card – this is not working on Freecharge, paytm, Mobikwik, Amazon and even i have tried at Joyalukkas show room today with no luck.
If any one knows where we can use the Elite card in chennai(preferably jewellery show room) please advise.
Elite cards are worked at selected MCC (mercahnt category code) ie jewlry shops in this case. They wont work on amazon or paytm etc. You should chek at gitanjali or jili stores or Pc jewlers. You can aalso try on jewelcart.com
Have checked in the Edenred website – Elite card have very few affiliates like shoppersstop, lifestyles, pothys etc.
Do not want to purchase any there, my money was stuck as of now. 
Yes they take 30 days to refund money.My one transaction was refunded after around 35 days.
