Yes. At least performance should not be an issue. Trouble is these dual cores have been superseded by quad core processors. In fact the Lenovo Ideapad with AMD Ryzen is available for ~30k. Vega 8 is slower than 940MX though. In any case you need to add an SSD to alleviate the bottleneck afforded by HDDs.
You would need to check the display for any dead/bright pixels, run tests to determine whether HDD ( manufacturer specific tools, run full sector scan ) and RAM ( memtestx86 should be available in BIOS itself ) are in good working condition, the various radios, battery runtimes obviously and esp. the wear level (Hwinfo64 shows this info ) , USB ports, if all the keys and touchpad are in functional or not.
Edit: 940MX is faster in several games whereas Vega 8 is faster in several more.
Just a suggestion. Never go for second hand laptop if you are willing to use it for your own personal use.

I am not sure its worth 25k. Maybe 20k considering the wear and tear of the battery and its non-removable nature presumably.
