If you are ready to do high initial funding then you can open no balance account in most of the private bank, visit branch and speak with the rep
DBS Digibank. Provided you have an adhaar with address of a city where they have a branch.
DBS digibank for interest rate(5.5% upto 1 lakh,7% for amount above 1 lakh to 2 lakh—this does not count the amount below 1 lakh on which you still get 5.5%). Kotak 811 for getting a debit card that works on international sites/paypal global. Axis ASAP only if you plan on availing offers on axis cards. Paytm card is just avg,get it just for the sake of getting it.

Does HDFC allow opening of a zero balance account and if yes, what are the debit card charges for this account?

This is not a bsbda account which can be opened with aadhar card (only in 1 bank in India).
This is z zero balance account from hdfc.
so a free hdfc debit card you will get (you can use this to avail online hdfc offers with debit cards)
can’t be open online.
But only 1 catch :
4 free per Month including ATM/RTGS/NEFT/Clearing/Branch Cash Withdrawal/ Transfer/Internet Debits/ Standing Instructions/EMI, etc. In case of more than 4 withdrawals in a month, the bank would convert the existing BSBD account to Regular Savings Account and all rules and charges as per Regular Savings Account would be applicable.

You can make UPI, NEFT or IMPS payments.
Kotak 811 and Paytm Payment bank allows adding funds using debit card also (limited amount).
