I did transaction of 400 rs on komparify from New PayPal account . But didn’t recived 200 cashback. Any change in PayPal tnc?

Used on zingoy and received cb instantly
Only zingoy cashback coming
I too didn’t receive cashback on transacting on grabon yesterday.
Any ideas why (it was new PayPal account)
