PayPal not give cashback on Niki

I used new PayPal for dth recharge. Newatm debit card used new mobile number,new email but they rejected my cash back.

I recharged dth for 1000, .not send email regarding cash back. Email automatically received to me saying no cash back
Now a days PayPal not sending any cashback. Only instant cashback are getting.

PayPal also didn’t give me cashback this time, new device, new email id, new mobile number, new debit card(issued 2 weeks ago), Everything new…still they didn’t Give me Cashback of 500 RS, …..also they are not disclosing Which tncs I have not fulfilled or for which tnc I am not eligible….
Totally Chorpal….. 
I have raised the complaint to their higher management team/Back-end team by calling them …. I told them I want answer within 24 hours….
Is there any chances they will give manual cashback….??

…I created a new account on paypal…used new debit card…bought 1000 voucher on nikki and waited…got voucher on 3rd day…n paypal cashback on 4th day….I didnt send them mail but waited…how long did u waited before sending them the mail?….
