I don’t think surcharge is added even if paid via cc on phonepe. Only card machines charges surcharge.

I am facing same surcharge on my SBI card. I was just searching and found this conversation. So this means if we pay through phonepe using CC then fuel surcharges are added by CC directly. I checked CC statements and it differs from the SMS alert messages. In SMS messages fuel surcharge is hidden (actual CC to phonepe amounts) but in statement it is being considered.

yes every credit card charge fees when you use it at fuel pump
Phone pay make direct payment via credit/debit card ( since a transaction upto 2000 does not have transaction charges ) but credit card charges are there
but in MOBIKWIK/paytm you can avoid it as MK/paytm first add money to wallet and then pay from wallet
you can also avoid such charges use payzapp using the same method of adding money and then paying from wallet
