This should happen with only SSL sites (https). Try exporting the site certificates to the “Certificate Store” inside “Trusted Root Certification Authorities.” Restart the browser and see if that helps.
I dont use Chrome, but you can check more here Chrome’s Options > Manage Certificates >

You must be using a proxy server .. Go to internet settings – Lan settings then uncheck proxy server

i got same error on my friend’s pc. It is new malware attack. It automatically enables the proxy server settings in your computer
Solution :
1) click on start
2) type proxy in search
3) you will see change your manual proxy settings
4) In that, Turn off Use manual proxy

This should pretty much solve it, though get a good antivirus if you want to protect your data

Use Firefox and see if problem persists.
