First and foremost, Best & Cheapest exists in a hypothetical scenario.. nothing to do with reality..
& in reality, Tata Sky will be a good option, mainly after TRAI regulations.. Good service & benefits at same prices (& sometimes lesser) than other providers.

Or simply Amazon fire stick. Will solve problem however it will need broadband connection with minimum 5Mbps speed (for FHD videos).
