Query regarding Paypal refund

I booked a train ticket on ixigo in December via paypal but the train got cancelled due to covid. The total transaction amount was 1275 out of which I had paid 1025 via cc and 250 via paypal cb voucher (from some previous transaction). IRCTC has now refunded me 1240 rupees. But paypal has only refunded 1025 to my cc and the rest is refunded to special offer(which I assume is the 250 paypal cb I used for this). I am unable to see that special offer now as it would have expired in 90 days. What to do now? How can I get refund from paypal? There customer service is closed due to covid

You might have used the voucher after the transaction

no the voucher was cashback from a previous transaction. So when I paid for this train booking 250 was deducted from the voucher and rest I paid. The voucher was maybe valid till feb 2020 and since I got the refund now and they refunded to that voucher(which expired in feb)
