Request for Information - using many SIMs

What is the cheapest and easiest way to use multiple SIMs?
I currently have 5 SIMs – 1 (primary) in my Windows phone, 2 in a dual sim Android phone (turned on only when needed) and 2 in a dual SIM Android tablet. My tablet is dead. In case I buy a replacement tablet without SIM slot, what would be the cheapest device to receive SMS for these two SIMs. Needn’t be a phone – it’s ok even if it’s some kind of a device that can be connected to laptop and use with some software. Anything Chinese? I have an option of buying a cheap dual/triple sim phone. Any other options?

Thanks. I will go for the brand. First I have to finalize on my tab. Either repair or buy a new one.
