Service Charge Query at IRCTC

i have booked few tickets at IRCTC using my icici debit card.
service charge are clearly mentioned as NIL for debit cards upto 1 lakh at IRCTC website
i was not charged any service charge at time of booking.
but few days later i was charged service charges when i checked the account statement.
Bank says to contact IRCTC and IRCTC says charges are levied by bank.
What to do to get a reversal?

I think no service charge is levied on debit cards tranx till Rs 100000, be it any payment gateway…… I have never been charged any with my icicibank debit card

i know that too for debit cards and same clearly mentioned at irctc website too.
but this time i have been charged by icici after about a week of the transaction.
