[Urgent Help] Unauthorized txn on CC

Hi,
I have had unauthorized transactions happening on two of my credit cards (TATA SBI card and Indusind Bank card) in the past 1 month. At all times these unauthorized transactions have happened, I have received an OTP SMS for the fraud transaction and within 2-3 seconds received the transaction confirmation SMS. I’ve blocked multiple cards and got replacement cards but in one instance I got a replacement card today, just opened it myself (it was sealed) and did not enter the card number anywhere but still unauthorized transaction happened on this replacement card.
With all these transactions I have got OTP SMS and then transaction confirmation SMS. All these transactions happen on ‘PAYMENTSPAYU’ and ‘PAYU PAYMENTS PVT LTD’ merchant. I haven’t shared any OTP with anyone anytime. It seems someone cloned my sim/hacked my phone to steal the card details (when I used them online) and fetch the OTP sms from my phone and do these unauthorized transactions.
I’ve raised chargeback complaints with both Indusind and SBI card within a day of these unauthorized transactions happening and they have come back saying that they investigated and the transaction has been done with my card details and validated with an OTP sent on my registered number and hence the liability of these transactions lie with me. They are now asking me to pay about 60k worth of these unauthorized transactions to settle my bill. Can someone please let me know what are my options to fight on this so that i don’t bear this loss? 
Also would doing the below help -
1. Will filing an FIR with police help in any manner?
2. Would reaching out to the Banking ombudsman help?
Any help/tips will be appreciated.
PS:- I did ask both the banks on day 1 of these transactions happening to get them reversed/cancelled as they were still under settlement at that time but they said it is not possible as it is only the merchant who can cancel it.

blocked all my cards. Now need advice on how to get the refund/reversal for these transactions that have happened? 
since 2 cards were abused at probably same time
i think its ur laptop or phone who is sending your keyboard log in short some kind of virus
And about the money earlier they use to settle on heir own and refund customer after 3 months, But now they sell insurance for such coverage
What u can do here is keep fighting with CC support keep escalating politely and they might agree to refund atleast half of it
Just received a spam call from bank, to open bank app on mobile. I didn’t entertained the caller.
You must have received such call sometime back and they might have installed their own app on your mobile which sends them all the information
Maybe, I’ve now formatted my phone. But Need advice on how to get the reversal/refund for these transactions.

I am afraid when i received, and immediately format my phone.
This is received my many, don’t know why
A FIR copy will be beneficial for claiming you legit or if you need to go in consumer court in future .
Recently heard many times about payumoney transaction!
Vulnerable points you may search about:
A SIM Cloning.
An app that has access to your messages.
For cloned SIM he can get a new SIM from service provider.
That’s what don’t give permissions to unwanted apps…
I always make sure of this point.
I can understand the hacking thing but not how can they make a new transaction on unopened card.
