Few years back when I was chatting with a person from Brazil, he explained the awesome management they have in their city Curitiba smile

There are many articles on internet for this particular city. Infact some cities have adopted their waste management model smile

Governments are merely a reflection of the society itself.
Easier to blame this on authorities than take action yourself.
It’s can’t be solved with some policies or campaigns alone dictated from the top rather than concious collective efforts of each one of us and sound policy making from the authorities.
Education would be a good place to start.
Then setting examples like cleaning an entire big city or state and continue manage it and keeping it clean.
It would take vicious planning, strict fines, enacting laws, studying and adopting successful models from foreign cities which have progressive green policies.
That would set precedent/standard for others to follow and learn.

PS : you pay somewhere around half lakh crore in taxes for swachh bharat alone each year.
