Looking to buy a 4g hotspot or a phone mostly second hand or refurbished one for availing Jio preview offer. Please suggest your jugaad

You mean Jio (Un)Welcome Offer.. you must be aware of 4GB/day limit. If your primary purpose would be to use it as hotspot you should consider JioFi device for 2k.

JIOFI is good with more battery backup but after 3 months it would be waste as the device is locked

Most probably OP will keep using his/her Jio sim after 31st Dec. And I also believe that till that time there would be some workaround available to unlock it.

JioFi devices are also now with 4GB Limit for some random people!
It would be a waste if it is 4gb limit! 2000/- is too high for a short term investment!

IMO its still worth it. You would be able to unlock with the help of Xda forum…or some other way.
I am still getting unlimited(>4gb per day) albeit speeds of 17-20mbps are nowhere now max 10mbps in odd hours else 4-5mbps average. 4gb is also more than enough for a normal user.
I replaced the original battery with worn out Nokia 1110 battery to keep it on 24X7 using UPS. It works well.

Unlock method will be available sooner or later… its a risk worth taking especially if you’re not interested in buying another phone.
