why liquid detergents , Shampoos , lotions and many other such products don't have Tamper proof packaging

Any Specific reason behind it
if anyone knows. because i personally always feel suspicious on buying them seeing such packing that it might easily be adulterated or some quantity removed etc.

I am also curious even some hair oils,serums and deos do not have seal or any sort of proctection
