My Ola Postpaid limit is Rs 3500 . And minimum transaction limit is also Rs 3500 . So, my total should be exact 3500 , not one rupee more or less ?

Yes , you will get 1000 disct . So 9000 . And cashback of 7% of 9000 = 630 . If I am not wrong. @Tera_Jija please confirm if my supposition is correct
