Does it have to be a laptop? Standalone monitor and KB+Mouse combo is vastly more comfortable esp. when it comes to ergonomics. And way more options.
Otherwise in the sub-35k range 1080p is still not very common. At best it would be some sub-par TN panel. But in this case perhaps 1366×768 might even be preferable. Plus no scaling issues.
Modern matte panels aren’t as grainy as they used to. In any case I can’t put up with a glossy one.
I don’t have any recommendations right now. I will get back once I have a look-see.
P.S. What about Chromebooks?

35k. 14" FHD IPS alongwith 256GB SSD. I had it on my shortlist while shopping for a new laptop in 2018. Don’t remember if its matte though.
The Ryzen 5 Swifts had a much better matte FHD IPS panel but now the price is higher. Used to be 38k on sale days exclusive of any discount/CB offers. Near identical panel resides in my Acer Nitro 5 and I can confirm its pretty easy on the eyes (despite 55% sRGB coverage and 6-bit colour depth). Matte and 1-1.2k contrast ratio. I have it at a little over minimum brightness while browsing the web. Dark theme throughout. Strong light source directly behind poses no issue.

Redmibook launch possible by March End/April. Will fit your budget but I don’t know about that matte Screen you’re asking so you can check if the recent Chinese launch Redmibook 13 has that feature.
