The online payments venture is introducing a credit card that offers customers 2 percent cash back on purchases — one of the industry’s highest rebate rates — with no annual fee. The rewards will appear in users’ online wallets and can be spent immediately on additional PayPal purchases or transferred to a bank.

Only hdfc dc provides you 1% cb maxed to 750₹ a month, where 1 point =1₹ and redeemable as bank balance not like cc to buy from a listed products

And you can get it with no annual fees if any of ur family member is classic banking holder, just ask relationship manager to connect the family accounts so that your account can be classic too without maintaining classic terms
Hdfc cards r better options
Paypal is very new to the Indian market and I doubt they will start with credit business quickly. But they do have a good data of freelancers in India which is an untapped market for credit cards. Not sure how it goes as earlier payu had a similar plan but dropped later.
