why i am getting jio mumbai prepaid two plans 153 and 149 which one to chose as both have same features…?

153 plan is only for JIO PHONE users
Will I get this on* first ever JIO recharge* on the particular FC account ?? Or is this to be first ever recharge on FC ( completely new FC account ) ?
